- The number of officers or members of a body that when duly assembled is legally competent to transact business.
- Usage: Report of a mass walkout by Democratic state legislators in Texas to protest a congressional redistricting bill, pushed by Republicans and backed by U.S. House Majority Leader Tom Delay, that the Democrats consider unnecessary and a distraction from more pressing matters school finance and a state budget shortfall.
