Usage: Story on an illicit video taken at the Burning Man Festival in Nevada against the organizers' permission and offered for sale on the internet; the video producers are being sued for invasion of privacy.

Largely self-governing within a larger political or organizational entity.
Usage: Report on protests in Pakistan over President Pervez Musharraf's police crackdown on radical foreign nationals alleged to have ties to terrorist organizations in Jami Khel, Pakistan, in a lawless region where the government of Pakistan in the past has exerted no influence or control.
